Surely you can send assist when logged in ? Try this : /assist (your problem / question here)

And make sure you really have logged in ,because as a guest you cannot chat

And when sending assists ,try to be patient. If you start a game ,your assist will be withdrawn and is therefore not answered. To get info on other commands ,it is a godo idea to read through /help commands ,and make a shortlist of these for your own use.
