cannot install cnfw

hi , i downloaded cnfw 254 from your site and tried to install it but i get this error:
unhandled exception error number 0x80070725
description:incompatible version of the rpc stub
setup will now terminate

i run an old pc (pentium 233,256 ram)win 98 first edition
do somebody knows why it does not install?
