If you are trying to log in as guest you may be blocked by the guest limit. Once a certain number of guests are logged on, the server won't let any other guests in.
That being said, it does sound like your connection is being blocked. You can try sending a ping to chess.net, and if that goes through, try connecting with telnet.
To send a ping:
click start, run, and type in "command" (without quotes), and click OK
type "ping chess.net", again without quotes, and press enter. If you see some statistics about packets, time, bytes, etc., your ping got through.
To check telnet:
click start, run, and type in "command" (without quotes), and click OK
type "telnet chess.net 5000" (no quotes) and press enter. If you get the text-login, you can connect. If you don't, try "telnet chess.net 23". If neither of those work, your connection is being blocked.
